Inschrijven in Tilburg - Register in Tilburg

Mensen met de Oekraïense nationaliteit die in Tilburg (tijdelijk) worden opgevangen, kunnen zich bij de gemeente op dat adres inschrijven. De gemeente moet daarbij de identiteit en nationaliteit kunnen vaststellen aan de hand van een paspoort of ander identiteitsbewijs. De inschrijving in de BRP zorgt ervoor dat de IND automatisch wordt geïnformeerd. Asiel aanvragen is de eerste 6 maanden nog niet nodig. Deze regels kunnen wijzigen. Houd daarvoor de website van de IND in de gaten.

  • Een afspraak maken voor de inschrijving kan met het online afspraakformulier. Of bel voor een afspraak naar 14 013 (+3113 5428494).
  • U hebt ook een bewijs van verblijf nodig waarmee u laat zien dat u in Nederland mag zijn. U krijgt een sticker of pasje als bewijs. Dit bewijs is vanaf 31 oktober 2022 verplicht. U kunt dit aanvragen bij het IND. Bezoek de de website van de IND voor meer informatie.

Niet-Oekraïners met tijdelijke vergunning vallen vanaf 4 maart 2023 niet meer onder richtlijn

Hebt u niet de Oekraïense nationaliteit? En had u een tijdelijke verblijfsvergunning in Oekraïne, bijvoorbeeld voor werk of studie? Dan valt u vanaf 4 maart 2023 niet meer onder de richtlijn. Dit betekent dat u na het verlopen van uw sticker of pasje niet meer in Nederland mag blijven. Had u tijdelijke (inter)nationale bescherming in Oekraïne dan valt u nog wel onder de richtlijn

Verhuizen binnen Nederland of terug naar Oekraine

  • Als u naar een ander adres in Tilburg verhuist, moet u dit doorgeven.
  • Verhuist u naar een andere gemeente in Nederland, dan moet u zich in die gemeente inschrijven. U wordt automatisch uitgeschreven uit Tilburg. Dit is belangrijk voor het uitkeren van leefgeld.
  • Gaat u definitief terug naar Oekraine, of verhuist u naar een ander land? Dan moet u zich maximaal 5 werkdagen voor vertrek uitschrijven uit Nederland. Dat kan via de pagina 'verhuizing doorgeven' op deze site. 

  • Hulp bij terugkeer naar Oekraine

  • De 'Dienst Terugkeer en Vertrek' (DT&V) van de Nederlandse overheid helpt bij terugkeer naar Oekraïne. U kunt contact zoeken met DT&V via info@dtv.minvenj.nl.
  • De 'Internationale Organisatie voor Migratie' (IOM) helpt bij terugkeer naar andere landen buiten de EU. U kunt contact zoeken met IOM via 088 746 44 66 of 070 318 15 00.
  • DT&V en IOM bieden geen ondersteuning bij tijdelijke terugkeer.

People with Ukrainian nationality who are (temporarily) staying with family or acquaintances in Tilburg can register with the municipality at that address. The municipality must be able to establish their identity and nationality on the basis of a passport or other proof of identity. This registration ensures that the IND is automatically informed. Applying for asylum is not necessary during the first 6 months. These rules can change. Keep an eye on the IND website for this.

  • You also need a proof of residency showing that you are allowed to be in the Netherlands. You will receive a sticker or card as proof. A proof of residency is mandatory, from October 31, 2022. Check the IND website for more information. Visit the site of the IND

Non-Ukrainians with temporary residence permit are no longer covered by the directive after 4 March 2023

Are you non-Ukrainian and did you have a temporary Ukrainian residence permit, for example to work or study? Then you are no longer covered by the directive after 4 March 2023. This means that you are not allowed to stay in the Netherlands, after your sticker or card is expired. Did you have temporary (inter)national protection in Ukraine? Then you are still covered by the directive.

Relocation within the Netherlands or return to Ukraine

  • If you move to another address within Tilburg, you must indicate this to us. To do this, you can visit the page 'changing adress' on this site. 
  • If you move to another municipality in the Netherlands, you must register in that municipality. You will automatically be deregistered from Tilburg. This is important for the payment of living allowance.
  • Do you return to Ukraine permanently or are you moving to another country? Then you must deregister with the municipality a maximum of 5 working days before departure. To do this, you can use the form 'Notification of move abroad'(pdf). You will then receive proof of deregistration by e-mail within 5 working days.

Help and support when returning to Ukraine

Vanaf 1 juli 2022 vallen ontheemden uit Oekraïne met een Burgerservicenummer onder de nieuwe Regeling Medische zorg Ontheemden (RMO). Dit betekent dat zij geen zorgverzekeringspremie of eigen risico hoeven te betalen.

From July 1, 2022 Ukrainian refugees with a citizen service number are covered by the Regeling Medische Zorg Ontheemden (RMO). This means that they don’t have to pay for health insurance or excess.

Voor vluchtelingen uit Oekraïne is een vergoeding beschikbaar waarmee ze in hun eerste levensbehoeften kunnen voorzien, het zogenaamde Leefgeld. Oekraïners die dat geld willen aanvragen, kunnen het onderstaande aanvraagformulier invullen en mailen naar leefgeldoekraine@tilburg.nl. 

Een medewerker van de gemeente neem contact op voor een afspraak in de Stadswinkel Centrum aan het Koningsplein 10 in Tilburg. Om in aanmerking te komen voor de vergoeding, moeten vluchtelingen ingeschreven staan in de Basis Registratie Personen (BRP) van de gemeente. Hoe dat werkt, staat in de paragraaf hieronder. 

Ook is het belangrijk dat er een Nederlandse bankrekening wordt geopend om het geld op over te laten maken. Dat kan via onderstaande link. 

Zijn er wijzigingen in uw situatie dan is het belangrijk om deze zo snel mogelijk aan de gemeente door te geven. Dit kan gevolgen hebben voor uw leefgeld. U kunt wijzingen doorgeven door het onderstaande formulier in te vullen en te mailen naar leefgeldoekraine@tilburg.nl.

Veranderingen per 1 december 2022

De regels voor opvang en leefgeld van vluchtelingen uit Oekraïne in Nederland gaan veranderen. Dat gebeurt in twee stappen: in december 2022 en in februari 2023. De regels staan beschreven in de Regeling opvang ontheemden Oekraïne (RooO). 

Wat verandert er o.a. vanaf 1 december 2022?

  • Bepaalde woorden zijn in de nieuwe regeling uitgelegd, zoals gezin, ontheemde, gemeentelijke opvangvoorziening, particuliere opvangvoorziening en loondervingsuitkering.
  • De gemeente informeert sneller en duidelijker over zaken als in- en uitschrijving bij de gemeente, huisregels in de gemeentelijke opvang en juridische hulp bij uw aanvraag voor tijdelijke bescherming.
  • Vluchtelingen die langdurige zorg nodig hebben, bijvoorbeeld in een kliniek of ziekenhuis, krijgen ook het leefgeld voor kleding en persoonlijke uitgaven. Het gaat om 56,12 euro per maand.
  • U heeft geen recht meer op opvang als u naar de gevangenis moet van de rechter, als uw aanvraag voor verblijf wordt afgewezen of als blijkt dat u de Nederlandse nationaliteit heeft.
  • Als u langer dan 28 dagen niet aanwezig bent in de opvang, dan kan de gemeente uw opvang en leefgeld stopzetten. Bij terugkeer na deze 28 dagen heeft u nog recht op opvang, maar dit kan op een andere opvanglocatie zijn. 

Wat verandert er o.a. per 1 februari 2023

  • Het bedrag voor eten (voorheen 205 euro per persoon) wordt afhankelijk van de grootte van uw gezin. Hoe meer mensen in uw gezin, hoe lager het bedrag per persoon:
    Bestaat uw gezin uit 1 of 2 personen, dan ontvangt u per volwassene of alleenstaande minderjarige 215,06 en per minderjarige 178,36 euro per maand
    Bestaat uw gezin uit 3 personen, dan ontvangt u per volwassene 171,99 euro en per minderjarige 142,57 euro per maand
    Bestaat uw gezin uit 4 personen of meer, dan ontvangt u per volwassene 150,45 euro en per minderjarige 124,97 euro per maand
    Woont u in een gemeentelijke opvanglocatie? Dan kan de gemeente ervoor kiezen om maaltijden voor u te verzorgen. U krijgt dan geen geld voor eten
  • Het bedrag voor kleding en persoonlijke uitgaven (voorheen 55 euro per persoon) wordt verhoogd naar 56,12 euro per persoon per maand
  • Wordt u particulier opgevangen, bijvoorbeeld door een gastgezin? Dan krijgt u ook een extra toelage voor wonen (voorheen 215 euro per volwassene en 55 euro per minderjarige) van 93 euro per persoon per maand.

Refugees from Ukraine can request an compensation for their basic necessities, the so-called Leefgeld. Ukrainians who want to apply for that compensation can send an email to leefgeldoekraine@tilburg.nl.

The email must contain the following:

  • The name of the person the compensation is for
  • A phone number of that person
  • An email address where that person can be reached

An employee of the municipality contacts you for an appointment at Werk en Inkomen at the Koningsplein 10 in Tilburg. To be eligible for the reimbursement, refugees must be registered in the Basis Registratie Personen (BRP). For more information, see the paragraph below.

It is also important to have a Dutch bank account. The money can be transferred to that account. 

Rules Leefgeld are changing from the 1st of December 2022

The rules governing the reception and living allowance provided to Ukrainian refugees in the Netherlands are about to change. These changes will be introduced in two phases, in December 2022 and February 2023. The rules are laid down in the Regulation on reception of displaced persons from Ukraine (Regeling opvang ontheemden Oekraïne, RooO). This factsheet contains information on the exact nature of the changes and how they will affect you and your family.

What will change from the 1st of December 2022?

  • The new regulation include definitions of certain terms, such as ‘family’, ‘displaced person’, ‘municipal reception facility’, ‘reception by private citizens’ and ‘wage compensation’
  • Municipal authorities will inform you sooner and more clearly about matters such as registering and de-registering with the municipality, the house rules in the municipal reception facility and how to obtain legal aid when applying for temporary protection
  • Refugees who need long-term inpatient or residential care, such as in a clinic or hospital, will also receive the living allowance for clothing and personal expenses. This allowance will be 56,12 euro per month
  • In exchange for volunteer work in or around the municipal reception location, you will receive compensation in the amount of 14 euro per week. If you are interested in this kind of volunteer work, talk to the staff at the municipal reception facility. This will not affect the amount of your living allowance
  • If a court sentences you to jail, if your application for asylum is denied or if you hold Dutch citizenship, you will no longer be entitled to stay in a reception facility
  • If you are away from the reception facility for a period of more than 28 days, the municipality may withdraw your living allowance and your right to stay in the facility. If you return after these 28 days you still have the right to a place in a reception facility. However this may be in a different location or municipality. See here for more information or go to.

What will change from the 1st of February 2023?

The living allowance for food and clothing, as well as the extra allowance for those staying with a host family (housing component) will change as of the 1st of February 2023. This will bring it more in line with the financial assistance for other groups in Dutch society, such as asylum seekers, asylum permit holders and those who receive social assistance benefits. When setting an amount, the arrangements that apply to these groups were considered, as was the Nibud’s recommended amount for the costs of gas, water and electricity associated with having one extra person living with a host family.

  • The amount for food (previously 205 euro per person) will now depend on the size of your family. The larger the number of people in your family, the lower the amount per person
    If your family consists of 1 or 2 people, you will receive 215,06 euro per adult or unaccompanied minor and 178,36 euro per minor per month
    If your family consists of 3 people, you will receive 171,99 euro per adult and 142,57 euro per minor per month
    If your family consists of 4 or more people, you will receive 150,45 euro per adult and 124,97 euro per minor per month
    Are you living in a municipal reception facility? If so, the municipality may choose to provide you with meals. In that case, you will not be given money for food
  • The amount for clothing and personal expenses (previously 55 euro per person) is being increased to 56,12 euro per person per month
  • Are you staying in private accommodations, such as with a host family? If so, you will receive an additional amount for accommodations of 93 euro per person per month (previously 215 euro per adult and 55 euro per minor).
